You are correct, the book is a big FUCK YOU! from Mark Millar to comic book fans who where to blind to see that he is taunting them. It serves no purpose, has no value. He's supposed to be a hero, I mean, he got a noble motif and all, but the writers are sort of playing with the idea of what a hero can and can't do. He's brutal yes, but it's effective, what if (for example) Batman just killed the joker the first time around, instead of imprisoning him time and time again. it would make Batman a killer, but it would also save a lot of lives.
