Well, when the b7W cartoon was made with several graytones, looking a normal contrast, it was colorized byu competer. The cartoons in B&W made with most very dark or very bright tones, was colorized by redrawing. The projected a print over a drawing table and drawing the countorns for the animation cell following the projected image.

Hopefully, the new popeye DVD will have "Blunder Below" with the Japanese Sailor. This particular cartoon is one of my favorites, as it shows patriotism and comedy on a battleship, like "The Mighty Navy" and "Fleets of Stren'th"

Also, there was a scene omitted from the cartoon! When Popeye threw the torpedoes back at the sub, and it dodged them at first, a Japanese sailor would poke his head out and yell "So sorry!" That's what made Popeye's final line in the cartoon so funny originally. :)
